Major Construction Completed. Final Blog Post

Work Completed Last Week, July 18th to July 22nd 
·         Milled asphalt surface at intersection of Grove Street and Hutchings Avenue
·         Milled asphalt surface at intersection of MacLean Court and Hutchings Avenue
·         Final cleaning and work to prepare for paving the final layer of asphalt pavement
·         Applying layer of tack coat (oil) and sand prior to asphalt paving

·         Repair damaged sidewalk at Grove Street and Hutchings Street
·         Continued watering of sod

The major construction operations along Hutchings Avenue is now completed. The only remaining items are to remove and replace a few vandalized sections of concrete sidewalk and continued watering of the previously installed sod. The contractor will continue to water the sod until a healthy stand of grass is established.

We are hopeful that you are happy with the improvements made to your street and neighborhood. We understand it was a long construction process and your patience has been greatly appreciated.

Since major construction is now completed, this will be the final Blog Post for the project. Asphalt Surface Paving Scheduled for Next Week

Work Completed Last Week, June 11th to July 15th
·         Grading of area disturbed during construction
·         Installation and final grading of topsoil
·         Sod Installation
·         Adjusting structures to final grade
·         Performed final testing for underground utilities
·         Performed walk-through with Village staff to find any items that need additional work
·         Made minor repairs at locations identified by Village staff
·         General site clean-up

Work Anticipated to be completed Next week, July 18th to July 22nd
·         Asphalt surface paving
·         Milling asphalt surface at intersection of Grove Street and Hutchings Avenue
·         Milling asphalt surface at intersection of MacLean Court and Hutching Avenue
·         Repair damaged sidewalk at Grove Street and Hutchings Street

Paving of the asphalt surface layer is scheduled for next week. Additional information will be provided when the schedule is finalized regarding travel cautions and restrictions during the paving operations and prior when the existing asphalt will have a thin layer of oil sprayed on it.

The contractor has completed the landscape restoration with sod. The contractor will continue to water the sod until a healthy stand of grass is established.

The project is nearly completed with only the asphalt surface paving and a few other minor items of work to perform. Now that the sod is completed, hopefully you feel your yards are back to the way they were prior to the project starting.

Landscape Restoration Started

Work Completed Last Week, June 27th to July 1st

Work Anticipated to be completed Next week, July 4th to July 8th  
·         No work over the July 4th Holiday
·         Complete installation and final grading of topsoil

Once the topsoil installation is completed, we request those residents with irrigation systems damaged during construction to please have them replaced and / or repaired by your irrigation contractor. It is typically easier for your irrigation contractor to repair the irrigation system after topsoil installation, but prior to sod installation.

Currently, the contractor is anticipating to perform the asphalt surface paving the week of July 11th.

Landscape Restoration to Begin

The contractor is anticipated to begin landscape restorations next week. The work will including grading the existing landscape that was disturbed during construction, removing any excess material from the project site, installation and grading of topsoil, and sod installation. Once the contractor has installed the new sod, they will continue to water it until a healthy stand of grass is established.

Due to some delays in construction scheduling, the landscape contractor was unable to being landscape restoration last week. It is anticipated the landscape contractor will be on-site next week and have the sod restoration completed prior to the July 4th Holiday.

First Layer of Asphalt Pavement Installed. Landscape Restoration to Begin

The first layer of asphalt pavement being installed was a significant project milestone as the amount of dust is greatly reduced and a smooth driving surface is re-established.

The contractor is anticipated to begin landscape restorations next week. The work will including grading the existing landscape that was disturbed during construction, removing any excess material from the project site, installation and grading of topsoil, and sod installation. Once the contractor has installed the new sod, they will continue to water it until a healthy stand of grass is established.

Roadway Improvements Continue

Work Completed Last Week, June 6th to June 10th
·         Poured concrete driveways along the site
·         Rough grading of landscape restoration areas
·         Grading of roadways in preparation for asphalt pavement
·         Provided access to driveways

Work Anticipated to be completed Next week, June 13th to June 17th
·         Paving of first layers of asphalt pavement
·         Perform final testing of underground utilities

 The Village of Glenview is extremely grateful for your patience and understanding over the past several weeks as you endured an extended period of time without access to your driveways. Access to your driveways will be restored by the end of the day on Friday so you can park in your garages and driveways over the weekend.

A significant milestone is scheduled to be reached next week with the first layers of asphalt pavement being installed. Once the asphalt is installed, the amount of dust will be greatly reduced and a smooth driving surface will be provided. There will still be additional work along the project, but hopefully the most significant inconveniences are behind you.

Once the first layer of asphalt pavement is paved, the contractor is scheduled to begin the landscape restoration with topsoil and sod in the coming weeks.

Concrete Replacement to be Completed.

Work Completed Last Week, May 30th to June 3rd  
·         Removal of previously installed concrete curb & gutter and driveways
·         Asphalt patching along Grove Street and MacLean Court
·         Grading under concrete curb & gutter that needed to be replaced
·         Pouring of concrete curb & gutter that needed to be replaced
·         Pouring of concrete driveways that needed to be replaced

Work Anticipated to be completed Next week, June 6th to June 10th 
·         Complete pouring of concrete curb & gutter and driveways that needed to be replaced
·         Grading and removal of excess aggregate base materials
·         Paving 1st layer of asphalt pavement within roadway
·         Rough grading of landscape restoration areas.

As you are aware, there was an error in the construction survey performed by the contractor that required the previously installed concrete curb & gutter and driveways to be removed and replaced. The error caused the roadway to be constructed higher than originally planned. This caused driveways to be pitched towards the sidewalks (typically driveways pitch towards the road) or to be extremely flat with minimal pitch. The higher road could also have an effect on the overall drainage patterns within the neighborhood. Please understand, a major discussion point with all parties involved was the additional inconvenience caused to the residents living along the project site. Weighing all the options, it was determine the best decision was to remove and re-install the concrete curb & gutter and driveways to the designed elevations.

In order to reduce the additional inconvenience to the residents, as soon as the error was found, all parties involved were informed. The decision was made quickly and the contractor worked diligently to correct the error as quickly as possible.

Thank you again for all your patience and understanding during this unfortunate circumstance. Please understand, the Village is doing everything possible to get the errors corrected as quickly as possible.

Concrete Work Completed. Roadway Paving Next Week

Thank you to all the residents that are without access to their driveways throughout the week and over the Memorial Day weekend. Your patience and understanding is greatly appreciated. We understand the significant inconvenience this causes, but it is the most efficient way to get the project completed and eliminates the need to be out of your driveway multiple times.

The first layer of asphalt paving is scheduled to be completed next week. This will be a project milestone because it will eliminate most of the dust along the project site and provide a smooth driving surface.

No work will be performed on-site over the holiday weekend.

Concrete Curb & Gutter Installation Scheduled for This Week

Roadway Reconstruction Begins

Work Completed Last Week, May 9th to 13th
·         Replaced sanitary sewer mainline pipes and manholes from Grove Street to Maclean Court
·         Replaced sanitary sewer services to individual homes
·         Made final water main connection at Hutchings and Grove
·         Completed storm sewer installation
·         Abandoned old water valves and fire hydrants.

Work Anticipated to be completed Next week, May 16th to May 20th
·         Begin roadway excavation and installation of aggregate base course
·         Concrete curb & gutter installation

By the end of the week, the majority of the underground utility improvements should be completed with only a few minor items remaining. The project will be moving into the roadway reconstruction phase next week.

During the roadway reconstruction phase, the existing roadway will be excavated approximately 12-inches deep with new aggregate base course installed prior to installing new concrete curb & gutter and asphalt pavement. During this time, it will be increasingly more difficult to drive along the roadway during working hours because the entire roadway width will be excavated at the same time. Access will be granted to driveways each evening. We are requesting you do not park along the Hutchings Avenue during working hours and move vehicles to side streets if they are needed during the day.

Once the roadway is excavated and new aggregate base course is installed, new concrete curb & gutter will be installed. Additional details will be provided regarding the schedule of this work, allowable parking, and restrictions to driveway access. Access to driveways will be restricted for approximately 1 week during the concrete curb & gutter pouring and curing process.

Water Main Improvements Completed. Sanitary Sewer Replacement to Begin

Work Completed Last Week, May 2nd to May 6th  
·         Completed water service replacements
·         Abandoned old water main piping, valves, and fire hydrants
·         Completed storm sewer services
·         Completed storm sewer installation
·         Removed remaining concrete pavement
o   Asphalt grindings and aggregate base course were installed to construct a temporary roadway.

Work Anticipated to be completed Next week, May 9th to May 13th  
·         Grove Street, at Hutchings Avenue, closed Monday May 9th
·         Water main connection at Hutchings and Grove Street, Friday, May 13th.
·         Begin sanitary sewer main line pipe and manhole replacement
·         Begin sanitary sewer service replacements to individual homes

The majority of the storm sewer mainline and service replacements are completed. The water main and service replacements are completed with the exception of the final connection at the intersection of Grove Street and Hutchings Avenue. This water shut-down is currently scheduled for Friday, May 13th to reduce the effect on the businesses in the area.

The next phase of construction will be the replacement of the existing sanitary sewer mainline piping, manholes, and services to individual homes. The contractor will being this work on Monday. Due to the location of the existing sanitary sewer in the center of the roadway, it will be very difficult traveling along the roadway during working hours, we are requesting you please have your vehicles out of your driveway by 7:00 AM each morning. The contractor should have access restored by 5:00 each evening. It is anticipating the sanitary sewer replacement will take approximately 2 weeks.

Due to the locations of the sanitary sewer, it was also determined it was best to remove the remaining concrete pavement and construct a temporary aggregate roadway during the sanitary sewer replacement and prior to the roadway reconstruction beginning. Please be assured, the Village will monitor the condition of the roadway to ensure it is as easily accessible as possible.

Water Service Replacements to Continue

o   Aggregate base will be installed to keep the roadway passible.

Water service replacements will continue next week. Water services will be replaced from the new water main to the existing valve and box located in front of each home. During the water service replacement, water to individual homes will be shut-off for 1 to 2 hours while the transition from the old service to the new service is made.  The contractor will notify each resident individually regarding the approximate time and day of the water shut-off prior to turning off the water. Thank you in advance for the inconvenience of these short-term water service disruptions.

Thank you to all the residents living within the construction zone. We understand the inconveniences you are experiencing traveling to and from your homes along the street and will do everything possible to make those delays as minimum as possible. As water service replacements begin and storm sewer service replacements continue, the contractor will be excavating across the street, which will make traveling along the roadway increasingly more difficult. Residents may be asked to move their vehicles to side streets during this process. Your cooperation would be greatly appreciated.

Thank you for using alternate routes on Friday as a new storm sewer pipe was installed across Grove Street.

Thank you also to the residents and businesses that were affected by the water main shut-down last Monday while the connection between the new and old water main at Maclean Court was made.

Grove Street Closed at Hutchings Avenue - Friday, April 22nd

The intersection of Grove Street and Hutchings Avenue will be closed on Friday, April 22nd from 8:00 AM to 3:00 PM. An alternate route will need to be taken.

Please utilize Church Street and Waukegan Road for north-south travel and Glenview Road for east-west travel during this time.

On street parking will not be permitted along Grove Street within the construction area.

This closure is needed to facilitate the storm sewer construction across Grove Street at Hutchings Avenue.

Water Main and Storm Sewer Installation to Continue

Work Anticipated to be completed Next week, April 18th to 22nd
·         Connect to existing water main at Maclean Court and Hutchings Avenue on Monday, April 18th.
·         Open cut installation of fire hydrants and valves
·         Continue with storm sewer repairs and installation.

On Monday, April 18th, the water main will be shut-down to facilitate the connection between the existing water main and new water main at the intersection of Maclean Court and Hutchings Avenue. The Village has provided notice to those residents affected by the shut-down. The shut-down is expected to last from 9 AM to 3 PM.

Water Main Installation to Begin

Work Completed Last Week, April 4th to April 8th
·         Resident Preconstruction Meeting held on Wednesday, April 6th
·         Pot-holing existing utilities in preparation for directional drilling of water main
·         Saw-Cutting existing pavement.
·         Mobilization of equipment
·         Product deliveries
·         Stake-Out of work to be performed
·         Internal televising of existing sewers along project site 

Work Anticipated to be complete Next week, April 11th to 15th:
·         Excavation of boring pits needed for directional drilling of water main
·         Installation of water main via directional drilling
·         Open cut installation of new fire hydrants along the site. 

Next week will be the start of heavy construction. There will be two methods utilized to install the water main. The first is via directional drilling. In this method, a steel rod and cutter is drilled under the existing pavement and ground. Once a hole large enough for the new water main is created, the new water main pipe is pulled through the hole. This method does not require the contractor to excavate a trench along the entire roadway to install the new water main pipe. This method will be used to install the long sections of pipe.

The second method is Open Cut. As the name suggests, a hole or trench is excavated within the existing ground. The new water main piping is then installed within the trench and backfilled. This method will be used to make connections to the existing water main, install fire hydrants, install and connect water services, and other instances as needed.

As construction starts, we will do everything possible to minimize the inconvenience to your daily lives; however, we understand construction is disruptive so we appreciate your patience and understanding throughout the construction process. We will do our best to provide as much information as possible and provide advance notice for any inconveniences that you will be caused.

Resident Meeting to discuss the Hutchings Avenue Improvements will be conducted on Wednesday, April 6th at 6:30 PM in the Rugen Community Room at Village Hall, 2500 East Lake Avenue.

Welcome to the Hutchings Avenue Improvements Construction Blog!  Each week updates will be given regarding the construction progress from the following week, anticipated work to occur the upcoming week, and other information. Additional information will also be provided on a periodic basis via mailed or hand-delivered letters. These construction updates will typically provide more time-sensitive information or information regarding scheduled water main shut-downs that are needed to complete this project. Please be on the lookout for these updates in the mail or in your front door. This blog will be updated approximately once per week, usually on Friday’s throughout the construction project.
